As a former distiller, that worked for a facility that stores all barrels up right. As long as you do not drill into a super skinny or already compromised stave, you should be good.
That being said, in a bourbon barrel, the head is usually thicker and less charred than the staves, so will be more structurally sound over all.
But for a hole that is a fraction of a bung hole, it is completely inconsequential.
