Off-Site Aging

Does anyone know how these companies are lawfully aging spirits on boats, or other offsite aging facilities? It’s not clear to me how TTB is OK with people pulling barrels out and putting them on a ship. The only thing I can think of is that these barrels are being withdrawn tax paid and then brought back into bond with a credit for the tax previously paid?
I just watched a video about the guy aging on a barge on the Ohio River, and he said that TTB originally licensed it as experimental? But then a DSP cannot be located on a vessel. Has anyone tried to do this? Or talk to TTB about it?

It’s a TIB.
you want to age on the water? Transfer it to someone in France and then send it back.

ok the road? Transfer it to whoever you want, they can’t dictate a route or time line.

jat Jefferson’s is doing is very different than Chattanooga but it’s pretty simple in premise just seems complicated
